GTA 6 Features Over 600,000 Animations For NPCs
According to a report from The New York Times, GTA 6 will feature over 600,000 NPC animations. For reference, GTA 5 had 55,000, while Red Dead Redemption 2 had 300,000.

This means that every NPC you encounter will move and react in different ways. Not everyone will be friendly - some might even be hostile from the jump. We saw a bit of this in the recent GTA 6 Extended Look, where NPCs immediately threatened Jason and Lucia as they approached their building.
The goal is to make the world of Leonida and Vice City feel more realistic and immersive. While driving, you won't be seeing NPCs complete the same routine of swaying and walking from one place to another. It will be as if you're travelling through an actual bustling city.
Another thing to take note of is that NPCs will remember what you do and how you treat them. Unlike in GTA 5, where an NPC might drop an object and immediately forget about it, GTA 6 will feature NPCs reacting to this - and even how you choose to respond to the situation.

In The New York Times Report, Co-studio head at Rockstar North Aaron Garbut revealed that they art-directed each NPC. Rockstar formed a team of writers, directors, and producers in Los Angeles whose main priority was creating more realistic NPCs. Instead of using procedural generation to algorithmically mix and match body parts and clothes, they opted for human-made craft instead.

Garbut provided more details on how the NPCs you encounter will materially exist in the world, stating, "Every room in the game, somebody thought about this. Who's sitting where, what they're drinking, the marks that are left on the table. The pictures on the wall will have people that are in that room, with their tattoos on their arms and their family behind them. The whole thing has been made, built, and photographed, and placed in this random room in a random building in a huge city, in a world."
