The earliest you can get this achievement is around Chapter 15, given that you haven't used the currencies to upgrade any of the guns yet. Once you purchase all the upgrades, the trophy should be triggered.
However, there have been several reports of a bug where the trophy or achievement isn't completed, despite having all the necessary upgrades.
