If we go by in-game dates, the answer would be no, Fortune's Weave is not a prequel to Three Houses. That being said, while Three Houses take placed in the 1100s and Fortune's Weave in the 1400s, both regions use a different set of calendars.
The year's in Fodlan, the main region of Three Houses, uses the Imperial Calendar. While in Dadga, it's established they're using the Dagdan Emprie calendar.
