Halo: Campaign Evolved is a masterful remake that allows players, both old and new, to experience the greatness of the first entry in the series in a way that's familiar but also new and exciting. As someone who has gone through the remake and enjoyed it as much as possible, I believe that the Needler Rifle should have been a prominent weapon in the main missions.

I understand that it wouldn't make sense, given that none of the other weapons from Operation: METEORITE also didn't make it, but I would argue that the inclusion of the Needler Rifle can easily be justified. For one, it just makes sense to see it.
The weapon is a powerful tool, but the funny thing is that it is used by even the lowest order of Elites and rank-and-file Jackals. The Covenant units use it with deadly precision, even in the easier difficulty settings, but the fact is that you can find the gun being wielded by common troops.
Also, it's basically a long-range version of the Needler, one of the actual prominent weapons of the first game. Taking all those things into consideration, it would have been quite easy to understand that the remake would include the Needler Rifle during the campaign. Alas, that is not the case, which is very disappointing.
Another reason why I believe the Covenant firearm should have been part of the list of weapons you can find during the main mission is that it would help prevent the harder difficulties from feeling unbeatable. I have played through the story mode in its entirety on all difficulties, and I would say that Heroic, and especially Legendary, can be quite unfair.
If you aren't well-versed in the art of first-person shooters or are unable to utilize every weapon with great efficiency, then there will definitely be scenarios where you will not be able to clear the game on Heroic or Legendary. The best example I can provide that accurately depicts what I mean is when going through the third mission titled Truth and Reconciliation.

Throughout its entirety, you will be lacking in weapons that are good enough to take on the strongest members of the Covenant. There will be a lot of standard weapons like Plasma Pistols and Assault Rifles for you to use, but nothing that their damage output won't be enough to go against the seemingly endless waves that will be heading your way.
If there were something like consistent Magnum drops throughout the mission to aid in dealing the final blow, then it would be bearable, but that's not the cause for Truth and Reconciliation, and for the other, much harder levels that have a similar problem.
The best way to have fixed that is to have the Covenant use Needler Rifles. It would have balanced out the difficulty, as while the already tough and sturdy AI will have access to the weapon, making them even more deadly, you'll at least be rewarded with it when you overcome them. That will make many of the absurd sections feel actually beatable and enjoyable, instead of making you want to pull your hair out from unfair level design instead.
Halo: Campaign Evolved definitely missed a huge opportunity to make the campaign more fun by not including new weapons, such as the Needler Rifle, in it. Again, you can use Skulls to have it and the rest in the campaign, but requiring another feature just to have something that feels like it should have been there from the start might not sit right with many, as it shouldn't. The only solace I can provide for fans of the weapon is that you can at least enjoy it as much as possible in the prequel missions, and for some, that may be enough.
