That character goes by the name of Lieutenant Williams, an Orbital Drop Shock Trooper that players will have the honor of playing with. I say that, but apparently, many believe the opposite, as it seems the character has been the target of ire and indignation since her introduction. As someone who has played the remake and completed all the missions that involve Lieutenant Williams, I can say that the hate she has received is unjustified.
As a new character in Halo: Campaign Evolved, she certainly stands out, but many believe for the wrong reasons. The reason players find her annoying or unlikable is that she comes off too strong immediately upon meeting the player. Her personality can seem arrogant instead of confident, and she shows no respect for the Master Chief.
I understand why nobody would like that, given what our beloved Spartan has gone through for the sake of protecting humanity. However, it is essential to take note that the Orbital Drop Shock Troopers, or ODSTs for short, also had strenuous relations with the augmented super soldiers.
Before the Spartan project, the ODSTs were the ones in charge of taking the more dangerous missions. They were the coveted soldiers of the UNSC, as they took on suicidal tasks nobody would dare to do. However, when the Spartans arrived, they assumed the role once held by the ODSTs, leading to frustration and jealousy.

This is why Lieutenant Williams is quick to dismiss the Master Chief, as she still holds a slight grudge that the Spartans took on the role of top soldiers of the UNSC, despite what she and her unit are capable of. She even says it herself during one of the cutscenes, saying that the ODSTs are just as good at the job as any of the Spartans.
I will agree that the way she handles it can get quite frustrating, especially when her other allies don't seem as dismayed by the Master Chief, but I believe that's part of her growth. From initially meeting her, she is cocky and arrogant, as most ODSTs are, but the more you meet up with her, the more she relents in seeing just how important a figure and a great ally the Master Chief really is.

Lieutenant Williams has to be brash and egotistical because if she weren't, she would not be a good ODST. She and her team have proven their worth with every Covenant troop they take down, attitude and all, making them important factors in completing the missions.
Besides, even if people don't like her, she's not even in the game for long. The only time Lieutenant Williams makes an appearance is during Halo: Campaign Evolved's prequel missions, which are only three in number. They're not exactly short, as they can be quite challenging, especially on the Legendary difficulty, but that means the Lieutenant doesn't overstay her welcome.

She comes in, she makes a few remarks, she grows a bit as a character, and then she's gone as soon as you complete the prequel missions. If it helps, and this will be a spoiler for those who have yet to play the game, she and her team of ODSTs die aiding the Master Chief.
Even then, the part where they willingly sacrifice themselves for what should have been a suicide mission for our beloved Spartan should at least give the Lieutenant some positive points in her favor. She is arrogant and brash from start to finish, but at the end of the day, she is a soldier who's willing to risk it all for the sake of humanity, which she did.
She eventually saw the Master Chief for what he was: another strong character who could end the war. Yes, she still did in a somewhat unlikeable manner, but you can't take away the fact that she had willingly worked together with the Spartan and even acknowledged him, which makes her a good character in my eyes.
Lieutenant Williams is far from being one of the best characters in the Halo series, but she certainly isn't the worst. For her first and only appearance, I would say that she left a lasting impact, one that people shouldn't be so quick to hate just because she speaks or acts in a manner they aren't fond of.
