Unlike the Jackdaw’s existing crew positions, which are filled by characters such as Adéwalé early in the campaign and Anne Bonny later in the story, these new Naval Officers must be recruited separately.

How Do You Unlock Lucy Baldwin?
You can unlock Lucy Baldwin after completing the Sequence 4 mission This Old Cove.

Once that mission is finished, open your Quest Log and track the Officer Quest called A Proper Shipwright.
This quest begins around Great Inagua and eventually sends you to rescue Lucy from a prisoner ship near Salt Key Banks.
After infiltrating the ship and helping her through the mission, Lucy joins the Jackdaw as the Shipwright.
Lucy gives the Jackdaw the Perfect Brace ability, which functions as an upgraded version of the standard Brace command.
If you brace just before an enemy attack hits, the Jackdaw takes significantly less damage from both cannon fire and mortar shots.
There is no cooldown, so once you get the timing down, this becomes one of the best defensive tools in naval combat.
How Do You Unlock The Padre?
The Padre is also available after completing This Old Cove in Sequence 4.

Once the requirement is met, track the Officer Quest A Second Chance from your Quest Log and head to Punta del Caracol to begin his mission.
After meeting the Padre and completing the early steps of his questline, he will join the Jackdaw as the Man-at-Arms.
You do not need to finish every mission in his longer quest chain before recruiting him, so it is worth doing his first Officer Quest as soon as it appears.
Recruiting the Padre gives the Jackdaw Ram Dash, which sends the ship charging forward to quickly close gaps and inflict heavy damage on enemy vessels.
It is especially useful if you have already upgraded the Jackdaw’s ram, since you can use it to tear through ships more aggressively.
Ram Dash does have a cooldown, but damaging enemies with other weapons, such as broadside cannons or fire barrels, helps reduce the wait.
How Do You Unlock Tobias “Deadman” Smith?
Tobias Smith (aka Deadman) is the hardest Naval Officer to unlock because his quest does not appear until much later in the game.

Before you can recruit him, you need to complete Sequence 11: Everything Is Permitted.
After that, continue through the new A World Without Gold questline until you finish I Just Want To Talk.
Once those requirements are done, return to Great Inagua and look for the Officer Quest No Box Dark Enough.
Complete the mission to recruit Deadman as the Jackdaw’s Master Gunner and unlock the Extra Salvo upgrade for its broadside cannons.
With this ability, your cannons can fire an additional volley shortly after the first attack, as long as you keep the enemy ship lined up in your sights.
It is a simple upgrade, but it can make a huge difference in tougher naval fights because it lets you deal much more damage in a single opening.
Deadman’s later questline also improves the Jackdaw’s mortar options, giving you access to a secondary firing mode that makes him one of the most valuable officers for players who rely heavily on long-range naval attacks.
How Do You Get Adéwalé And Anne Bonny As Naval Officers?
You do not need to find or recruit Adéwalé and Anne Bonny through separate Officer Quests.

Both become part of the Jackdaw’s officer roster automatically through the main story, as they serve as Quartermaster at different points in Edward’s journey.
Adéwalé holds the role early in the story, while Anne Bonny assumes it later in the campaign.

Unlike Lucy Baldwin, the Padre, and Tobias “Deadman” Smith, neither character has a location you need to visit or an optional recruitment mission to complete.
Simply continue through the main story and the game will handle the change in Quartermaster automatically.
