When Do You First Meet Mewtwo in Pokemon Pokopia?
You first meet Mewtwo in Sparkling Skylands after completing the "Rebuild the huge building" Important Request.

While you do meet Mewtwo in the main story, you won't be able to get them to move to your island. Instead, you'll need to visit a Dream Island to meet them again, and then build a habitat so that they can live on your island.
How to Find Mewtwo in Pokemon Pokopia
Mewtwo can be found on the Sky Dream Island, which can be accessed using the Dragonite doll. If you don't have the Dragonite doll, you can use the Ditto or Substitute doll, which can send you to a randomly selected island. Take note that using the latter two does not guarantee you'll end up on the Sky Dream Island.

Once on Sky Dream Island, you'll need to head to the mountain. At the centre of the mountain, you'll spot a cave at the base. If you see more than one, feel free to check each out.

The right cave will lead you to a path that goes through the depths of the island, and you may need to use Rock Smash to break through the rubble. When you enter an inner cavern that looks like a Pokemon gym, you're one step closer to meeting Mewtwo. Break through the wall using Rock Smash, and you'll meet the Legendary Pokemon yourself.
Once you're there, speak to Mewtwo, who will ask you to find it a place to live. Select "Certainly" and then return to Drifloon with Mewtwo.

The next step is to make a habitat for Mewtwo. There's no specific habitat you need to make to attract Mewtwo, but he does have his preferences. To make it easier for you, you can ask him to move into an empty house and then decorate once he has moved in.
Mewtwo's ideal habitat is Dark. It likes strange stuff, watching stuff, letters and words, complicated stuff, stone stuff, and dry flavors. Each to their own, I guess!
