If you've already downloaded it, make sure you learn the moves Jump and Surf. Lastly, complete Bleak Beach's "Raise the environment level!" request.

Once you've completed all the requirements, you'll be able to track down Manaphy. Visit Professor Tangrowth outside the Bleak Beach Pokemon Center. They will inform you that a new island has appeared "beyond the sea."

Use Surf to head to the island. There, you'll find Manaphy lying on the beach. When you interact with them, they'll ask for five bunches of seaweed. These can be found all over the beach.
